Capital FM in Nairobi reported that the U.S. Treasury announced sanctions against a Cambodia‑based crime group on Monday. The order names the organisation as the primary operator of a global phishing and romance‑scam network that lured Kenyan migrants into forced labour contracts. The move is the first time the U.S. has linked an online scam ring to human trafficking in the region.

What Happened

The Office of Foreign Assets Control (OFAC) added the group, identified in Treasury documents as ScamNet Cambodia, to its Specially Designated Nationals list. The sanction list cites the organisation’s use of sophisticated social‑engineering tactics to harvest personal data from Kenyan internet users, then funnel them to Phnom Phèn‑based contractors who promised high‑paying jobs in construction and garment factories. According to the Treasury, more than 200 Kenyans were recruited under false pretences and then transported to Cambodia, where they were forced to work under conditions that violate international labour standards. A single phishing email sent from a fake job portal, the report says, cost the group an average of $5 in production but generated upwards of $50,000 in illicit revenue. The sanctions prohibit U.S. persons from engaging in any transactions with the group and require the freezing of assets tied to its operations. The Treasury also warned that any U.S. company that unknowingly does business with the network could face civil penalties of up to $5 million. In a brief statement, OFAC said the action “removes a significant source of funding for a criminal network that exploits vulnerable populations.”

Why It Matters

The crackdown highlights a growing trend in which online fraud operations serve as a front for human trafficking. Kenyan migrants, drawn by the promise of decent wages, are increasingly falling prey to scams that promise employment abroad. When the scam ends, victims are left in debt, with passports seized and forced into labour. The sanctions signal that the U.S. is willing to use financial tools to disrupt these cross‑border crime syndicates, which could deter future recruitment efforts. For ordinary Kenyans, the move may reduce the number of scams circulating on social media, but it also underscores the need for better vetting of overseas job offers. The U.S. action may encourage Kenyan employers to verify the legitimacy of foreign contractors, creating a ripple effect that could improve labour conditions in the region. On a broader scale, the sanctions demonstrate that the U.S. Treasury is expanding its focus beyond traditional drug‑trafficking cartels to include cyber‑criminal networks that facilitate modern forms of exploitation. This shift may prompt other countries to tighten their own financial regulations against similar groups.

“"We are seeing a new breed of trafficking that uses the internet as its front line," said Dr. Paul Mwangi, a senior official at Kenya’s Immigration Service. "By targeting the recruitment process, we can cut the pipeline before victims even leave their homes."”

What We Don’t Know Yet

The full extent of the network’s reach remains unclear. While Treasury documents cite over 200 Kenyan victims, independent investigations suggest the number could be higher, as many cases are reported late or not at all

💡 Did You Know?

Despite being based in Cambodia, over 80% of ScamNet Cambodia’s illicit revenue originated from Kenyan victims, not local operators.
